Cobb County residents can apply for a passport at a new location starting Monday, Nov. 2, at the State Court Clerk's Office in Marietta.
The facility at 12 East Park Square will accept applications by appointment only, Monday through Friday, 9 a.m. to 3 p.m. Walk-ins will not be accepted. Each applicant needs a separate appointment, which can be scheduled through the Cobb County State Court Clerk's Office website.
The office will handle first-time adult applicants, qualifying minors and others required to apply in person, according to the county's announcement. The U.S. Department of State designated the clerk's office as an authorized acceptance facility. The State Department still processes and issues the passports and sets processing times.
State Court Clerk Tahnicia Phillips was sworn in in December 2024 after more than 23 years in the Cobb court system. She said the new service is about "making government more accessible, convenient, and responsive to the needs of our community."
The new facility fills a gap that opened after the Superior Court Clerk's passport office shut down indefinitely. That closure followed Gov. Brian Kemp's suspension of Superior Court Clerk Connie Taylor in August 2025, as East Cobb News reported.
A Georgia Attorney General's Office press release announced that a Cobb County grand jury indicted Taylor on July 31, 2025, on two counts each of destruction of public records and violation of oath of office. The charges allege Taylor directed an employee to delete government emails and financial records in response to an open records request in October 2022.
Under Georgia law, Superior Court clerks can personally keep passport processing fees. East Cobb News reported Taylor had collected $425,000 in passport and related fees on top of her $170,000 annual salary in 2021 and 2022. Taylor is scheduled to go to trial in January 2027, according to East Cobb News.
One key difference with the new State Court facility: fees collected go to the passport program, not to the clerk personally.
Residents who need passports before Nov. 2 still have options. Mountain View Regional Library in East Cobb and West Cobb Regional Library accept applications for first-time adults and children under 16. Select U.S. Post Office locations also process applications.
Applicants should review required documentation, identification and fees at travel.state.gov before booking an appointment.
