Republican John Cowan is running against Democrat Chris Harden for Georgia’s 11th Congressional District in the Nov. 3, 2026, election.
Cowan’s campaign website describes him as a neurosurgeon and small-business owner. His issues page emphasizes healthcare affordability, tax relief, voting requirements and congressional ethics.
Healthcare and the economy
Cowan says he wants to change the Affordable Care Act, lower insurance premiums, expand patient choices and reduce costs. He also supports tax relief for families and small businesses, investment in American workers and stronger domestic industries.
Those are policy goals. The issues page reviewed does not present a complete replacement insurance design, specific tax rates, an implementation budget or estimates of savings for local households.
Elections and government reform
Cowan supports proof-of-citizenship requirements for voting, election-system security and transparency in ballot counting. He also calls for a ban on congressional stock trading, stronger ethics rules and term limits.
For residents, such proposals could affect voter-registration procedures and rules governing federal officials. Their effects depend on legislation and implementation rather than a campaign statement alone.
Authority
A House member can introduce bills, vote on federal spending and conduct oversight. Cowan could not independently change insurance law, election requirements or congressional tenure rules; constitutional changes require additional steps beyond ordinary legislation.
The East Cobb Beacon did not receive a direct questionnaire response from the candidate and does not endorse candidates.
