A proposed 105-unit senior living complex near Lower Roswell Road and Little Road is among the zoning cases before the Cobb County Planning Commission on Friday, July 31, with the East Cobb Civic Association already on record urging denial.

The hearing begins at 9 a.m. at the David Hankerson Building, 100 Cherokee Street in Marietta, and streams live on CobbTV and the county's YouTube channel.

The Marietta Daily Journal's pre-hearing case list names several cases with East Cobb ties, including a senior living apartment proposal, a matter involving Prestwick Properties, applicant Jairo Murillo, applicant Connor Thorpe, and subdivision cases.

The senior living proposal

A senior living apartment proposal is on the July 31 agenda. Based on ECCA membership meeting minutes from May 27, the case appears to be Z-22, a request to rezone 8.65 acres of East Side Baptist Church parking lot from R-20 to RSL (Residential Senior Living). The plan calls for a 105-unit supported senior living center, three stories in front and four in back, plus two townhome-style independent living buildings with five and three units.

ECCA voted unanimously in May to recommend denial. The association cited a density exceeding 13 units per acre, a building scale it called out of character with the surrounding neighborhood, a rear setback reduced from the required 40 feet to just 11 feet with no additional buffer, and safety concerns about soccer field access on the site.

Prestwick Companies

A separate case, Z-19-2026, involves Prestwick Companies and a property on Harold Avenue. County records on the CivicClerk portal show the case was held by the Planning Commission from both the April 7 and May 5 hearings. Prestwick Companies is an Atlanta-based developer of 55-and-older independent living communities.

Applicant Jairo Murillo, named in zoning case Z-17-2026 at the July 7 Planning Commission hearing, also appears on the July 31 agenda.

How residents can weigh in

The Planning Commission's role is advisory. After it votes, cases move to the Cobb Board of Commissioners for a final decision at a separate public hearing. The next Board of Commissioners zoning hearing is 9 a.m. Tuesday, Sept. 8, at the same Cherokee Street location.

Applicants must notify all property owners within 1,000 feet of a rezoning site by mail at least 30 days before the hearing, per the county's rezoning application schedule. Public comment is accepted at both the Planning Commission and Board of Commissioners hearings. East Cobb is unincorporated, so Cobb County controls all local zoning decisions for the area.

The Board of Commissioners will take final action on these cases no earlier than Sept. 8.
